I can't answer the question directly, but I've just gotten back from Austin,
TX so I can tell you what I experienced.

No liquids (with certain specific exceptions) could be brought through the
security screen.  It was business as usual within the secure area, so one
could make a purchase and leave the area but if that purchase were a liquid
it could not come on the plane (we were inspected as we boarded).  I suspect
there's no issue purchasing duty-free liquor for delivery outside of the
airport - it simply can't go on the plane.

measures on buying Duty Free liquids?
Does this mean the end of buying Duty Free, with pick-up outside the
airport, and presentation of goods and VAT form to customs after passport
control?
